Roster Release Rules

Posted by Joe Pavone Junior Olympic Commissioner, Chicago ASA on Dec 09 2015 at 11:35AM PST

The below Revised local Chicago Metro rule was submitted to the National Office on October 30, 2015, at the ASA National Council Meeting:

Roster Rules: Revised 2016
Chicago Metro ASA Rosters that have been signed by the player (or parent, where appropriate), executed by the manager, and forwarded and approved by the Commissioner are frozen on January 1. Anyone signing a roster cannot leave that team without the consent of the manager/head coach
If the manager/head coach will not release her, the ASA Representative and the Commissioner will attempt to mediate.
If team qualifies for the ASA/USA National Championship Finals during the fall, all players are frozen to that roster. (See ASA Code Section below …to wit: Article 106 P 03, approved at the 2015 Annual Council Meeting)
If a player signs a roster, but never actually plays with that team, she is free to sign on with another team.

The following ASA Code change, regarding rosters, was approved at the ASA Council Meeting in November, 2015, and becomes effective on January 1, 2016………Please note it only has to do with athletes whose teams have already participated in “Championship Play.”

Article 106 P 03 Player Release is for a player that has participated on a team in championship play. They may be released from a team after participating in Championship Play, but it shall be prior to the State / Metro Association roster change deadline and shall have written approval from the Coach and Player / Parent Guardian ( if under age 18 ). For Junior Olympic Players, if the Manager / Coach and Parent / Guardian are one and the same, there needs to be an additional Manager / Coach signature. ……………………………………………………… This Player Release Form must be approved via signature by the State / Metro Association Commissioner or his / her designee. A player may only be released one time.
If a request to be released is denied by the coach the player may appeal to the Executive Director.

(Explanatory Comment released by the ASA Council: “Establishes an appeal process for a player when a release request is denied by the coach and establishes a limit on how many times a player may be released during the current registration season.”)
